Do you go for quality or quantity?
So do you buy up every cheap piece in sight or do you wait for the seriously sweet pieces?
ive been seeing alot of cheap She-ra pieces on ebay right now but im not sure if i want to get the "nice" pieces or wait for the "Seriously-sweet-give-your-internal-organ-for" pieces. :-/
so what do you do?

It depends on your own feelings, and the nature of what's available in what you collect. Some series offer enough material that you can choose to go one way or the other; other series may have so little material that you can only take what's available. Some series may have even bad pieces cost an arm and a leg.
Material can come and go; there's been a large quantity of He Man and She Ra cels on eBay in the last year or two. There wasn't much for a good stretch of time before then. There was a lot of Aeon Flux cels on eBay a few years ago; now there's very little. If there's something inexpensive you like that isn't the best cel ever, you might want to get it because neither it nor that theoretical perfect cel might not be there tomorrow.
Of course, if you just plain don't like a piece, you shouldn't get it (unless you're viewing it as trade bait or something).
When I first started avidly collecting Gokudo cels, I would buy just about any cel that popped up on eBay or Y!J. Now that I am seeing more of the better quality ones popping up, I am more selective now. The same went with InuYasha; I would buy whatever I could see, but now that I'm a more seasoned collector and have a better knack for what I'm looking for, I've toned down and focus more on cels from a fav episode, pose, or character.
Always QUALITY over quantity. The high quality items IMO are the ones I love and I am highly unlikely to trade, sell and most importantly ever regret buying. I do not mind paying more for high end items up to a point b/c they are rare and few.
If you cannot afford highend ones I'd ask you to consider this... "If you add up the costs for your lower end cels would they equal one high end cel?" If the answer is yes then you already have a viable solution and that is to save up and not allow yourself to be caught up with everything that catches your fancy. Less really can be more IMO especially for storage, framing and displaying concerns.
Good luck with whatever you decide to do.
