But LJ, as far as I'm aware, hasn't had specific problems with people like the specific "misguided DBZ fans" you mentioned, but because it's not worth pretending to have someone else's journal. If anything, they have bandwidth issues due to the popularity of even the free user features, which would be solved by having more free users become paid users, but that's apparently not much incentive for the free users.

It basically boils down to, then, proving each gallery owner owns the cels pictured in their galleries. Which I think could be slowed, if not stopped, by implementing a waiting period for gallery creation, with the application part I mentioned in the part two thread. (I was actually kind of surprised to have my gallery right away.) Legitimate owners will or should be okay with submitting proof, while the crowd in question will balk. And it's a bit of effort to try to fake an application just to make a fake gallery.
