Retouched cels
You know come to think of,Didn't Gainax make the new folks do test cels to get there jobs? I know some studios did.
Do some checking the rei cel may be one of the new hire cels done by inbetweeners trying to get jobs.

Very true. I know I have at least two or three, but the only one I can think of off the top of my head is this one:

Her right hand was originally painted the wrong color, and rather than add an entirely new sheet of acetate, the artist painted over the top of the cel. It was an inbetween cel (not key or end) so it didn't matter as much.

Okay, just had to post this.
I have a FAKE cel that has painting done on the front, but it all shows up in the screencap as well. And the genga doesn't show any notes on it to make those changes, but it's easy to see the changes in the screencap.

Yeah, I just like saying I have a real FAKE cel. *snicker*
This has all been very enlightening. The most interesting suggestion to me was the one about having people copy cels to get a job. Then the unsuccessful ones, I assume, need the money, so they auction off their work as the real thing. This all makes too much sense. (Laughing, or crying, now...not sure which!)
Don't laugh Joe over at "Ryans gallery" bought a cel that turned out to be one of those types of inhouse test cels and they can command almost the same prices as hankens because it is a inhouse hanken in a way.
If yours turns out to be one also it could go for lower to mid four fig range.O_O
Some research may yeld some info on your Rei cel so don't give up the ship yet..
