How many per episode?
...how many cels does an average 25 min. ep have..? Cuz I'm making preperations...
This is a silly answer, but I recall that on one of the many recap episodes of Karekano (His and Her Circumstances) they have little "stat cards" they flash on the screen to show how many sheets they had to use for each series. I think it averaged something scary like 4000 pages of stuff, but it's been a few years since I saw that episode. It's one of the middle episodes like 13 or something.
Using that method you can compare the sheet count directly to the quality of the animation that way.
I suggest lots of talking head shots and pan shots. That's how quick-turnaround shows seem to be drawn. Oh, having 40 animator lackeys helps. Sounds like fun, but I have trouble drawing stick figures... so I'm no good for this venture. =)

You could always just write it down and then make a cel of each character. O_o;;...just a thought.
Are you still planning it Shura-chan? I'd be interested in hearing more . . . Yeah, the higher the cel count, the more fluid the animation is.
