policy on cel thievery

Yeah, that was pretty much going to be the deciding factor when I sat down to think about how I would be able to decide what to do if the guilty party (accused or accuser) didn't give up after I make my decision. A quick scan of some of the linework at impossibly high res is probably good enough. Tattered Xerox lines are about as close as you can get to fingerprinting a cel. Of course, I'm not going to just listen to any transient who randomly accuses people left and right of stealing something. If it's from a name I recognize, I'm much more likely to believe them.

If I were a bad person I could probably fake this too, given enough time and motivation, but it would have to be for some huge dollar amount. At that point, I call their ISP and suggest account termination... if not prosecution.

A good idea would be to always keep high res scans to yourself if you're worried about someone taking images.

One way to determine who has a real cel would be to have them scan the back of the cel at high resolution. It's a bit tougher to fake that with an image of the cel itself.
