Are wallpapers allowed in galleries, even if they're fan made? I kinda thought this was a cels related website?

I've already asked permission from mods about the non-cel related sections of my site. As long as a gallery is overwhelmingly dedicated to cels, then "off-topic" sections can exist as long as it does not dominate the gallery.
