More Sections VS Larger Sections
I think less cels in more sections without a doubt. I have a million sections on my gallery and some only have two or three cels in it.
If I own more than one cel from a show I give it its own section. If I own more than one cel of several characters in a show, I give them each their own category or somehow break them up into sections. With the exception of the 'Kenshin TV - Kenshin' section (only because I couldn't think of a way to break it down anymore) none of my sections have more than three pages (Ken has 4), and none more than six cels per pags.
I find on galleries with many pages per section you just get bored going through them all and tend to skim through. Not to mention it can look cluttered. Also, you can't zoom to the few characters, in the sea of many, that would most appeal to you.
Oh, and the more sections you have, the more you are able to match up cels that look good together and keep others separate.
I gave this a lot of thought when I set up gallery last month, so I figured I could share my decision. ^_^

I'd break the sections down based on series, if there is more than one cel from the respective series. I'd also separate the characters and organize ALL of them chronologically as they appear in the anime. As for how many to put on one page for layour purposes, well it would depend on how many you have. I like to keep it to a max of six per page, but some people like nine or more.
OK, so is this better? Yeah, I know some sections (i.e. Xelloss) are still pretty big... but I don't think there's much I can do ^^;

Heh, I like it well done. I personally guess I'm the odd ball who likes many cels in a few galleries. Also, I prefer many cels on a page as possible because I feel like as soon as I change the page the past ones are forgotten. Besides, I like to look at cels and visually rate them compared to the others around them...just gives me a better feel for the gallery as a whole.
All in all though, amazing gallery!!
