Hello Mr. Snake,
Pan cels are not sold anywhere in particular. They are usually listed where you would buy any anime cel. You will notice that a seller will usually list the cel as a pan cel with the dimensions of the cel. My advise is to just keep your eyes peeled for anything that is over 10 x 11in. You will adventually find one, almost every anime uses pan cels at one point in the show.
Good luck!

Hiya, Pan Cels are hard to get and usually very expensive (unfortunately). The best way to get a Pan cel (I think anyway) is to look around at various collections that you like and make an offer on one, and see what happens. Pan cels often are around 1K or more (anime depending). Another idea is to purchase a Hanken cel, which are usually oversized, Yahoo Japan, Mandarake Auctions, and http://www.anime-link.com (which have quite a few hankens and oversized cels) are a few good places to start. They are also difficult to ship (more prone to damage and expensive to frame , but well worth it!! My favourite cels are my Pans!

Take a look for Yahoo!Japan auctions of oversized cels, as well as many dealer websites. Pan cel pricing really depends upon the series and the scene depicted. I have never paid more than $300 for a pan cel, while some people have paid more than $3000.
