petition for old dub on Totoro
If you truly prefer the Fox dub cast I believe your best off buying the older dvd.
I think the problem is that the older dub is not on DVD--only VHS. Correct me if I'm wrong. *shrug*
I happen to own the dvd of the Fox dub.
It was released as a 20th century fox family feature and I found it in the childrens section.
In checking there are several of the fox dvd's up on ebay right now.

Ah, well, since that's the case, then I can see your point. ^_^ I think I can explain.
Licensing on anime can "run out." In other words, American companies buy the right to dub/subtitle/sell anime for a set period of time. Apparently, Fox's license ran out, so Disney was able to purchase the license. However, Fox still and will always own the rights to the first English dub, so Disney could not use it. So, they had to do their own dubbing. There is no way (short of buying the rights from Fox, which is something that's probably never been done before) for Disney to release the first dub.
Edited for grammar.

I'd sign the petition but the link doesn't work...
Anyway, as Joe said, you can alredy buy the original English dub on DVD. I begrudge buying it because I'd like to have a version with both JApanese and English audio options.
I amazes me why both haven't been incuded in one release. I still have Totoro on VHS so I'll have to stick with that for the time being. For me, the draw for buying certain anime on DVD is for the extras anyway.
With regard to the Eng dub of Totoro, I really enjoyed it and it's not the only Eng dub which is superior to the original Jap.
Sure, you can probably count such Eng versions on just two hands, but that's beside the point ;)
