Unknown cel background

I got this off of Yahoo Japan recently because I think the artwork is great and the price was right. I don't however, have any idea of the anime it is from or who the character in the layout may be.

Can anyone help, please?

I happened to see the response on Animanga's Forum and I'd agree that it appears to be from Yotoden. Can't quite recall the scene myself but the quality of the paints and the state of the genga look consistent with my Yotoden collection.
