inflated statistics

I finally got around to doing this, but the site counts and cel counts on the gallery page have been updated. It said something like 800+ galleries but in reality, about 100 of those are banned for various reasons.

The cel count was also updated. Before, it was doing a simple count of every record in the database. Now, it takes into account banned and closed galleries. The ~2500 legitimate password-protected items are included in the new count. (about 60k)
