Unknown and Mystery Cels
I think that would be very helpful and a good way for the community to interact. Plus, people get random cels all the time, for a number of reasons.
Perhaps people would check out an anime series that they have never seen before because they have a name to go with the "face."

Using a translator to look up what the cat is saying turned up this:

I was guessing that it might be from a commercial, since no one has been able to identify it so far.
I think it would be a great idea to have a Cel ID section on RS. As AmyBob says, a lot of us have random/unknown cels for a number of reasons whether it's because we were given them or bought them on a whim because the art was so tasty.
In the past I've needed help to ID a couple of cels and RS members have helped me straight away which has been fantastic. Between all the members here, we have a huge collective knowledge of animation series so a dedicated ID section would be ideal.
Within this section, people could post a tumbnail of their unknown cel/douga etc which could link back to the main image on their RS page. This would not only keep the Cel ID section streamlined but would promote the owners' site among the community as well.
OR the style could be in the same vein as the Shop. Click the thumbnail on the left to see the image which takes you another page with a larger version and a forum-type field for visitors to leave their suggestions. Once the cel is ID'd and the owner updates their gallery with the new info the items could be removed from this page.
I've been away from RS for awile, due to family emergency.
Scrolling through, it looks like a lot of you were able to help each other! That's great. I'll haev a look at the "unsolved" unknowns today, and see what I can find out.
