Pink haired girl is Sasami from Tenchi Muyo, and aqua hair in loops next to her is Idol Angel Youkoso Yoko, her hair's pink in the anime. Above Sasami is a mis-representation of the pink haired catgirl from Variable Geo... course, there's the Skuld rip off in the center.. and the el hazard one to her left..
You can tell it's a hentai PC game, or dating sim game, because the makers love to do this. I've seen many.
(my fiance is a hentai game afficiando... he says.. XD)

Apparently the series' full title is Virus Buster Serge. And the character in the cel is Serge. After all these years, I finally know!
