new user screens fixed

Not that this matters to anyone else since all of you are already reading this, but new user signups have been fixed. You now get to do things like pick colors that were broken for at least the last year.

Yay for details. Maybe we'll have more people who won't give up halfway through the gallery creation process?

Oh, and I've implemented a gallery lock on every new user who does not have anything uploaded. It is now not possible to open a gallery without first adding cels to their gallery. Should make it easier to separate those who are merely confused from the ban fodder.
