Making correction layers

Does anyone here have recommendations on how to go about making my own correction layer (specifically for faded trace lines) or know of anyone who does this as a service? Any advice or additional info is appreciated!

If you're a dragonball cel collector, we have a member/artist who does correction layers on an additional layer and has done so for dozens of dragonball cels restoring the faded lines or colour, for more information join the group and contact an admin.

I'm not sure if this was the person being referred to, but Coby from http://www.hyperenity.net seems to do some really great work with both originals and corrections. Looking forward to having a cel corrected by her and i'll be sure to update here if anyone is interested.
