Help ID'ing a Cel

Gosh, I dunno. I've looked at it a few times now but I can't ID. Sorry, just wanted to let you know someone was trying. It looks like something a bit older, like from the eighties . . . the art style reminds me of something like Cats Eye but, I couldn't be sure. It's been my experience that something this old is next to impossible to identify, I've had the same problem myself with one of my cels.
