So long as you are polite and respect people who aren't interested in selling, then there is no harm in making an offer. Sometimes its nice to know others are interested in the art you collect.

Your odds of success are increased if you are aware of market pricing (both current and historical) for the shows that you are offering on, if possible.

And yes, this hobby, like so many others out there, is all about patience. We have been collecting since 2000 or 2001 and are still looking for a few things... patiently. ;)
