Help ID my cel?

Hey, would you guys come and look at my new cel to help me identify it? It's so beautiful and special I just want to know what anime it's from and who the character is. I usually can identify a lot of cels that other people can't but this one has me stumped. Thanks for looking!

Oh, I got the cel in the mail today. It says END A3 on both the cel and the sketch, A3 is circled on the sketch. The sketch is of the eyes and the mouth. The cel is regular size I think.
