Fix damaged cel

Hello!
I've just received a cel which hasn't been handled very well in the past and has many faults as a result. I'm wondering what's possible to do about it.

- Line art has faded or chipped off in some areas. I won't touch this as I assume this would require professional restoration work.

- Line art has been smudged in some areas. How can I remove the worst of this? There is one particularly bad spot which basically has a black cloud around the line art. I'm an artist myself, so I'm confident that I can keep away from the actual lines, but I'm not sure which tool/liquid would be best suited for the job.

- Color bleeding. The red paint used for the iris has partially gone through the white and appears as a pink spot. I suspect this can only be fixed by repainting the whole thing.

- Bent cel. The poor thing was damaged by the postal service as well. Imagine taking a careless grip of a sheet of paper. You would end up with a distinct mark where you held your thumb and the whole sheet will warp a bit. That's kind of what I got here. So what's the best way of flattening the cel and getting rid of the mark? Fortunately, the paint hasn't cracked.

Does it have a vinegar-like smell?

I don't think so. It has a clear smell if I pretty much put my nose on it (but only then), but I don't think I'd compare it to vinegar.

that's good. :) i usually encounter beginnings of vinegar syndrome with some cels i've had in the past with color bleeding.
