Common to decline Deputy Service? (YJP Sellers?)

Being new to the hobby apparently has it's down sides, lol...

I've been browsing a little and trying to learn about buying from yahoo japan auctions and it seems like all the cels or sketches I've looked at say no international shipping and/or no deputy service.

So I'm wondering if this is common or maybe I'm missing something?

For example this one seller says:
"Deputy NO SERVICE. Deputy ALL BIDDING IS REMOVED. USE OUR RECOMMENDED Please Deputy AGENT if you would Like to bid >> Nurumaattoyoungpostman.Net"

*sigh*

Bought from this seller before.
Their recommended deputy service is really good, if you want to bid, send them an E-mail.
They are known as Cat's Hands Agent. I've used them many times and have no complaints.
