Can anyone ID this cel?

Hi all,

I have a mystery cel in my gallery... It's a brown-haired girl in a navy sailor uniform with a white collar. Some people have told me it's from City Hunter, others from Gatchaman, and still more from Lupin III. I have no idea though, because I've researched all three of these series and got nothing. Any help would be appreciated.
