Is there a place to see lists of sericels or limited edition cels?

I bought my wife a Winnie The Pooh cel off of eBay. The title of the auction listed it as:

It also used the phrase "production cel" in the descritpion of the auction. I did some research (via Google image search) before buying it and could find not traces of this particular image being used as a sericel or otherwise mass produced limited edition cel of any kind, so I believed it to be a true, one-of-a-kind, production cel (and thus paid a lot of money for it).

Now I'm seeing the exact same cel being offered in another auction here:

So my "production cel" I bought obviously isn't.
My understanding of the term "production cel" means that it is a one-of-a-kind cel actually filmed in the production process of making a cartoon. Is that not true?

So my question to the forum: "Is there a good site or database where I can go to see all known cerigraph, cericel, and mass produced cels before being duped again?" My 30 minutes of Google image search obviously failed me. I need a new method.

What also really gets me is that the joker selling the second cel is also claiming his cel to be a "production cel." Does anyone police this stuff? If I raise a case with eBay what are my chances of winning?

In regards to your question about E-bay policing the stuff, you should be able to file a complaint with E-bay via their Safe Harbor program. When I've filed for reimbursement in the past, there's a box you mark that the "Item was not as described" and E-bay has a mediator look at transaction and contact both parties. I believe there is a time limit for these items.

While the majority of people on this forum primarily collect anime related artwork, there are a few that collect Disney stuff. Hopefully one of them will weigh in on the topic. But to my knowledge, there isn't a "one stop" website that features all known sericel/repro cel artwork.

One thing you can do in the future is, if the seller advertises it as an 'original production cel' is to ask for the sequence number. Both US and Japanese (usually) have production numbers, and these are generally found on the top right hand corner of the cel . They generally are something like A-1, B-4, etc. If the seller can't provide you with that information, then there's a greater chance that what you're buying isn't a cel that was used in the actual production of the series.
