Suggest a Poll!
Humanoids:
Male: "Vegita", from Dragonball is a butt-monger always running off at the mouth, but can`t back up squat. The only time that he is strong is the result of his complex and jealousy of Son Goku`s powers. What a loser. I know that he is many peoples favorite, but I think that he is just a big mouth fool.
Female: "Miaka", from Fushigi Yugi is a stupid misguided slut or Hitomi from Escaflowne movie, I wish I could choke. Both are very realistic in a Japanese perspective sense..I can stand them, but the worst has to be "Lum" from Urusei Yatsura.. What a poor misguided being.. Too ridiculous for me to feel anything about her "darling" problem.
(I am hearing screaming in the background..time for me to go...) ^-^
And I am in such a good mood too ^-^.

Annoying characters usually just need better editors. Just think of Fushigi Yuugi or Dragonball as soap operas. Location shot, people enter room, alternate talking head shots, cut to next scene... lather, rinse, repeat.
Fushigi Yuugi might have been a great show with only 13 episodes. Kenshin would be great with 26. The Escaflowne movie would have been a keeper with top-notch animation and music had they not had the urge to include every single character from the TV series while not developing the few that really counted. It was more like the Escaflowne reunion party than a movie (see: Nadesico). Why is the Escaflowne TV series generally considered more watchable? They had to cut their plans from 39ish episodes to 26. Something exciting/emotional/important happened in nearly every episode. Editors make bad things good and good things great.
Besides, if you want whiny characters, just pick one from Marmalade Boy. I think the show is entertaining although a little formulaic, but a friend refers to it as, "Masters of Jumping to Conclusions".

I was gonna say Vegeta, but didn't want to start a war with all those DBZ fans. He would definitely win for biggest ass in a small package. As for women, I never could stand Gundam Wing's Lady Une. What a bitch.

Well, you know, I was going to say Vegeta too, even with what little (okay, poor choice of wording there) I've seen of him.
But...I think I'll go with Big O's Roger Smith. As much as I enjoy collecting cels of the guy, he can be a total a**. Definitely not a graduate of the Bruce Wayne Finishing School, despite the similarities between characters.
Still trying to come up with one for the women...although I do agree regarding GW's Lady Une.
