Can we have an easier way to organize sections instead of ONLY alphabetically?

Can we have an easier way to organize sections instead of ONLY alphabetically? The current layout is hindering my self expression to WANT TO ORGANIZE with alphabetical only.

Can you throw in organization by group/main header as well without having your numbered sections get split apart by adding a new title or section like I'm doing right now and pulling my hair out over. (b/c each new section i add to aide my org process gets all messed up) And, making sure each section and the art in it stays with the appropriate Main Header.

I'm talking:

Main Title
1. [numbering slightly indented]
2.
3.
4.
[Repeat] so on, so forth
