Shunsuke Ban cel ID?

So I recently bought a bunch of new anime cels at Mandarake in Nakano. Here is a large photo of them. Also included in the photo is a script from Hameln no Baiorin Hiki. Anyway, in the 200 yen bin, I ran upon the cel in the bottom row, on the right, of Shunsuke Ban. Being a huge Tezuka fan, I had to buy it. Issue is, I love being a nerd and knowing EXACTLY where in the series its from a cel is used... however, Shunsuke Ban is one of the Tezuka's Star System characters, meaning he was in MANY of Tezuka's series.... I've read almost all his manga, but I've not seen all the anime based on them. Does anybody know WHICH anime that cel is from? Better yet, what scene it's from? Agh, it's driving me NUTS.
