What I gather from the responce is it's a non matching original background not from the series and just put together to enhance the display.

Does not seem to have answered if it's stuck or not, I would kind of think it's not stuck for the paint has most likely had years to dry and cure before this background was added.

Since the background does not match , I would only look at the cel and determine it's price your willing to pay for it alone.

From that I gather the person responding to your question has asked the seller if the background is stuck and also if it is painted (as opposed to a photocopy). I also gather they haven't got a response from the seller yet but will let you know. However, they can tell from the auction description that the background is not matching. That's how I read it anyway. ^_^
