hand inked and xerox cels
In regards to Sailormoon cels, there is some usage of hand ink similiar to the same usage in the cels from Slayers. Cels where outlines are done in other colors are typically done by hand.
There's actually a little video out(I think it's on Youtube..I'll see if I can find the link for you) where they actually go into Toei Animation studios and show a SM cel being produced. The cel that they produced was a bank cel and that was done with the xerox process. It's really a very interesting presentation.
One SM cel in particular that I own is entirely hand-inked:

Love that cel! Love them all to be honest. Something just came to my mind as I was looking at your gallery for the 100th time. What is your observation on harmony cels? I know most of the work is done on the background. But do they still xerox the lines on the cel?
Also, I have 2 bank cels of Neptune performing her Reflection attack. The lines are still in perfect condition. Makes me wonder if they used a different ink. Or whether it is because of the blue colors and the lines don't fade that quickly. Any thoughts on the matter?
Anyway, I've become really obsessed about lines these days. I'll be posting a new topic addressing restoration in particular. But it's really great that a lot of people have shared their experience.
Here's the clip that I mentioned earlier concerning Toei's production with Sailormoon cels:
