(sorry i wish i could help you find it. i get all mine from ebay and thats the only place i know of)

Good luck with finding that cel. Not only is Fushigi Yuugi a very competitive market when it comes to top notch scenes such as that one, but also alot of the important or key scene cels like that were sold long ago. I am not sure if that cel in particular was but I would not be surprised.
