Getting a cel featured on the home page

I know I have seen some details of how to do this somewhere, but I can not find them, so Im hoping someone out there can help????

I would like to get my as a 'featured gallery' on the home page. Any help would be greatly appreciated.....pleeeeeeaaaasssseeeee!!!!

As a related topic, I have submitted my cel image for the featured gallery 3 or 4 times since January and haven't heard a thing back. Anyone know how long it takes or if my emails are going through? I've even tried emailing from two different email accounts.

I have submitted once a long time and it's never shown up :( So I kinda gave up on an idea.... :( sob sob.....
