When someone places an item on hold on the RS shop, you should be getting an e-mail that lets you know that the cel has been placed on hold, with that person's email address. I'm not sure if you aren't getting the e-mail, or if it's going to your spambox. I just wanted to inform you since that is how I was always notified when someone placed one of my cels on hold.

Most of my rubberslug feedback goes to the junk mail folder for some reason. I never marked it as such. I'm wondering if it would be the same for the shop e-mails.

Is there any other way to determine who placed those items on hold?

If you go to the shop and click on a catagory , in the upper right there is a On Hold button that when clicked shows all the cels in that catagory that have placed on hold.

What it does not do is give you contact info so if you did not recieve your notification email then you may need to do a search for the buyer's name to bring up their gallery then contact them through feedback. In this case that sketch was put on hold by this gallery owner http://fave.rubberslug.com/gallery/home.asp so if you have not yet been in contact with them you now can.
