I'm really rubbish at IDing cels, but I can whole-heartedly recommend Zag, who I can guarantee can help you...I'm sure she'll chime in, but if not you can contact her thru her wicked gallery.

Welcome thewayin! Now that you've found RS, please stay and post your cels to share with the cel community. Opening an account is easy and FREE! RS is generously made available by its creator NoisyWalrus and valuable donations from contributing members.
RS is a wonderful place to gather to discuss that really matters to collectors. We offer technical support through our helpful team of volunteer mods, and RS members. ^_^ RS also includes a wonderful resources on cel preservation, framing, purchasing, and a wonderful cel shop that offers a huge assortment of excellent cels for the discerning collector.
Lastly, your blue cel of a woman I am tempted to offer a guestimate of Ninja Scroll Resurrection. Anyone else want to take a stab at id'g it?

The "dinosaur" with an arrow in its tail could fit in the styles of the Herculoids or Thundaar the Barbarian. Those shows themselves were produced from the '60s to the '80s, and there could be many of lesser known shows that are similar in style.
The "UPA" cel's colors feel later than UPA. It's very much not a Disney style cel. The background feels late '80s/early '90s, altho the design of the hillbilly/witch feels early '80s/late'70s.
