What would be the best way to have a paint chipped cel touched up? I'm not worried about "ruining" the value. I have a C.O.P.S. cel on its way to me that has a small paint chip missing, ruining an otherwise perfect character shot.

Can anyone be hired to do a professional patch job?

The best place I've found for restoration is http://www.srlabs.com . A small paint chip on something like a COPS cel is an easy fix for them.

Restoration will improve the value, especially if the damage really ruins the image quality. I've had S/R labs do restoration for some of my cels, both small chips and major restoration, and it's impossible to tell.
