What software for making cel shade?

Okay.. first of all i dont know how did you guys made those cool artworks here @ this site and i want to know how did you do that.

If
you look though the Rubberslug site most of what you see is what is called animation production cel art, It was used to make the shows you see on TV and at the movies also on VHS,DVD and laser disks.
This art is for the most part hand made by production companys that make cartoons.

The artwork on this site isn't computerized. It's all real stuff you can hold in your hands. We just scan the artwork and upload it onto our sites.

The artwork is made with acetate (basically, sheets of plastic) and paint--no software involved.

Most of the artwork featured on this site was not made by anyone here. We bought it.
