For a feature gallery image, can it be a doctored image of a cel and or cels of the same character? Or does it have to be a normal cel shot? Just curious....

For feature images, it must be a normal scan of the cel. Feel free to scan your cel with a background, even a non-matching one, if you find something you like. When you send in a feature image, make sure you send in something reasonably large so that the final image turns out well when reduced.
