Need a bit of help :)

Thanks again for your reply roy. There is still a bit of the film left on the cel even after using water. Can this alcohol film be harmful to the cel? Please let me know.

Hello Babak,
The film is most likely some of the paint left over from the cleaning that did not all come off.
Baby wipes the kind used to clean babys bottoms will remove this film,just let the wipe dry out a little before using and don't use it dripping wet but somewhat damp.
If not try to use a new rag and blot with clean alcohol only in the spots where the film is and reclean with the water or baby wipes.

NOTE: make sure you wash your hands with soap and water before you clean your cel to make sure the oils on your hands don't get on the cel.

The film will not hurt the cel as it is dry but can be somewhat a pain to look at.
Sometimes not all the film can be removed this is just something you have to live with because if you rub to hard you can scratch the cel the baby wipes will help with the removal of this film, You can wipe the whole front of the cel with the baby wipe as it will not hurt the lines just don't rub hard and don't rub airbrushed parts of a cel as it will come off very easy.
Also some times the cleaning will make frosted parts of your cel show up that you did not see before the cleaning, because they are now clean and show up better than before, this is caused by cels rubbing together and very small scratches cover a patch and or the whole cel and make the cel look like it was rubbed with sandpaper or something, Cels that are placed on a painted background and put in a cel bag together will show this kind of frosting and can mess up a very nice cel setup, so make sure if you have cel setups place the cels in there own cel bag and then put them on the background for storage, This will protect them from damage from the paint dust off the background.
Try the baby wipes first this should work.
