Scenes are shot with more than one take the black layer is used to blank out the area that the toon is moving on the background to make a blank spot for the FX to be placed on the next layer that is added, The open lined cel is used to make the toon glow or flicker from under the cel on a light table as it is shot going though it's moves across the background.
All these shots are done one at a time on the same piece of film to make the toon move and glow on screen in the same shot and when they are done shooting the film looks like you see it on screen.
This scene looks like it would have about 4 passes of the camera to make it.
one for the background, one for the black layer, one for the clear cel,and maybe one clean up shot to fix any wobble or flickers that may happen.
And if it's not just right they will do it all over once more to get it right.
This is for just one sixteenth of a second of the show, just think how many shots can be in just one 30 minute show?
